Highway 11 Corridor Study
The Township of King is in the process of completing a study focusing on the Highway 11 Corridor, a unique area located in the northeast part of the Township. The Corridor has historically functioned as a ‘highway commercial area’ consisting of land uses that can be characterized as commercial and tourism oriented. The Corridor is recognized as contributing to a vibrant rural economy and is located at juncture of key connections to neighbouring municipalities therefore having strategic locational significance as a gateway to the Township. The Study will be completed in 3 phases to achieve the following objectives:
Main Objectives:
- Delineate the Study Area and geographic extent of the implementing land use planning framework;
- Develop an implementing land use planning framework that navigates applicable provincial plans and policy, while advancing Township and landowner interest in the desirable redevelopment of the Corridor that is representative of its strategic location and regional function; and
- Implement a process that focuses on consultation with the community, landowners, key stakeholders, agencies, and Council.

- Phase 1: Draft Policy Discussion Paper and Study Area Delineation
- Phase 2: Public Consultation Opportunities
- Phase 3: Official Plan and Zoning By-law Amendments

The Township of King has proposed a draft Official Plan Amendment to the Our King Official Plan, 2019 and a draft Zoning By-law Amendment to Zoning By-law 2022-53 to implement a land use planning framework for the Study Area and advance the recommendations of the Study.
An Open House on Monday October 7th, 2024 from 3:30 p.m. – 5:30 p.m. is being held to engage the community, provide an update on the Study and obtain input and feedback on the proposed amendments. The Open House will consist of a presentation at 4 p.m., followed by an open discussion with the Project Team.
The Statutory Public Planning Meeting on Monday October 7th, 2024 at 6:00 p.m. is being held to to provide the public with the opportunity to formally comment on the proposed draft Official Plan Amendment and draft Zoning By-law Amendment to Township Council, and for Council to consider the feedback prior to the consideration of adopting the amendments. The Amendments will be revised based on Council and Public feedback, and brought back for Council's consideration of adoption at a later date.

The workshops were well attended, with approximately 30 attendees between the two sessions. The Workshops involved a presentation on the Study and hands-on exercises that explored the following three key topic areas:
- Vision and guiding principles
- Land use
- Corridor form, function and municipal leadership
The discussions on the key topic areas were informed by the key considerations of the draft discussion paper priorities identified through the Public Open House that was held in November 2023. We thank everyone for the ideas, input and information that was provided throughout the Workshops. If you were unable to attend, and wish to review the presentation by the Project Team, or the Workshop Workbook these materials are now available in the Document Library.

There are two opportunities to attend the Public Workshop on January 30, 2024, with the first Workshop scheduled from 2:00 pm to 4:00 pm, and the second from 6:00 pm to 8:00 pm.
The Workshop will involve a hands-on exercise that will explore three key topic areas:
- Vision and Guiding Principles
- Land Use
- Corridor Form, Function and Municipal Leadership

The Workshop is being held to engage the community and to obtain input and feedback to inform the Study.
The Public Workshop will involve a hands-on exercise that will further explore the key considerations identified in the Draft Discussion Paper, and those identified through the Public Open House that was held in November 2023.
There are two opportunities to attend the Workshop on Tuesday January 30, 2024, with the first Workshop being held from 2:00 pm - 4:00 pm, and the second from 6:00 pm - 8:00 pm. Members of the Project Team will be in attendance to provide an overview of the Study followed by a structured consultation activity. Further details will be provided to registered participants in advance of the Workshop. Please note that space is limited, and that participants only need to attend one Workshop.

The Notice of Public Open House can be accessed in the Document Library. The Public Open House will provide an opportunity for participants to learn about the Study, and to get involved in developing the vision for the Study Area.
Township Staff and members of the Project Team will present the objectives of the Study, discuss its purpose, and outline the work plan, schedule and other engagement opportunities for the Study. The Project Team will be available to take comments, receive feedback, and answer questions following the presentation.

The Project is currently in Phase 1, which will begin with the Draft Policy Discussion Paper and Study Area Delineation. This Phase will be informed through a comprehensive review of relevant background material, including an assessment of applicable land use planning policy. It will also provide a preliminary assessment of key policy considerations and preliminary recommendations to inform an implementing land use planning framework.
To being this Phase, the Team has prepared a Notice of Commencement that has been circulated to all residents and property owners along the Highway 11 Corridor. The Notice is also available in the Document Library. The Draft Study Area Delineation is also available in the Document Library, and identifies the lands which are being contemplated and considered through the Study and Draft Policy Discussion Paper.
To introduce the Highway 11 Corridor Study an Introductory Video has been prepared that outlines the scope of the Project and its objectives.

Phase 2: Public Consultation Opportunities
Highway 11 Corridor Study has finished this stagePhase 2 is focused on undertaking consultation with the public, stakeholders, and Council. The basis for the consultation activities will be the Draft Policy Discussion Paper and Study Area Delineation completed in Phase 1. This Phase represents an important opportunity to facilitate meaningful discussion and input to the Study, specifically regarding the key policy considerations, preliminary recommendations, and the study area boundary. Consultation opportunities will include:
- Public Open House;
- Public Workshop; and
- Stakeholder Meetings.

Phase 3: Official Plan and Zoning By-law Amendments
Highway 11 Corridor Study is currently at this stageThe final phase of the Study focuses on preparing the implementing official plan and zoning by-law amendments. The Final Policy Discussion Paper and Study Area Delineation will serve as the basis and rationale for preparing the Draft Official Plan and Zoning By-law Amendments (OPA and ZBLA). The Amendments will implement the policy recommendations of the Discussion Paper and establish the geographic boundary of the amendment itself. The Amendments will largely focus on establishing a justified land use planning framework to facilitate future development, including appropriate land use designations, implementing zones, and broad development criteria and standards, including use permissions, while also recognizing provincial, Regional and Township land use planning policy and regulations.
